Transportation of animals (birds) by flights of the Airline as checked baggage is carried out by prior agreement with the Airline in the baggage compartments of the aircraft.
When transporting Pets (birds), the passenger is obliged to provide the necessary documents provided for by the legislation of the Russian Federation, international treaties and the legislation of the country, to the territory, from or through the territory of which the carriage is carried out.
Pets (birds) during transportation by air must be placed in a strong container (cage), providing the necessary amenities for transportation, with access to air and a reliable lock (lock). The bottom of the container (cage) must be tight, waterproof and covered with absorbent material. The container (cage) should exclude spillage of the absorbent material. The birdcage should be covered with a dense light-tight fabric.
The weight of the pet (bird), the weight of the container (cage) and food intended for feeding the animal (bird) is not included in the free baggage allowance and is paid by the passenger in accordance with the tariff established by the Airline.
The passenger is obliged to comply with all the requirements of the airline And reimburse her all losses and additional costs that may arise during the carriage of the animal (bird).
Transportation of animals weighing more than 8 kg including the weight of the cage in the passenger compartment of the aircraft is not allowed, except for guide dogs accompanying passengers with low vision/hearing. Animal weighing more than 8 kg including the weight of the cage is carried only in the Luggage compartment in agreement with the airline.
Dogs-conductors, following with a passenger deprived of vision, are transported in accordance with the established rules of the airline.
On the same flight are allowed for transportation in the passenger cabin no more than two non-adversarial animals.
Experimental animals are not allowed for transportation.
Oversized baggage is accepted for transportation provided that the dimensions of the loading hatches and cargo compartments of the aircraft allow its loading (unloading) into (from) the aircraft and placement on Board the aircraft.

The order of obtaining permission is defined by Administrative regulations of Federal service for veterinary and phytosanitary surveillance on providing the state service in issue of permissions to import to the Russian Federation and export from the Russian Federation, and also on transit on its territory of animals, products of animal origin, medicines for veterinary application, forages and feed additives for animals approved by the order of the Ministry of agriculture of Russia of 07.11.2011 N 404 (it is registered by the Ministry of justice of Russia on December 16, 2011). Please note that taking into account the international practice on registration of veterinary certificates when importing these animals to the Russian Federation, the requirement to issue veterinary certificates on paper with degrees of protection is not mandatory.
Besides, for registration by veterinary service of the exporting country of the veterinary certificate of the form n 41 on companion animals born and grown up in captivity or kept in captivity not less than 90 days, the requirement about carrying out their quarantine on quarantine bases within 21 days before sending also isn't obligatory.
3. Export by owners of exotic or ornamental animals and birds from the Russian Federation to abroad is carried out without the permission of Rosselkhoznadzor, according to point 4.3 of Administrative regulations. According to the legislation of the Russian Federation at export from Russia of animals and birds by the employee of territorial administration of Rosselkhoznadzor instead of the veterinary certificate of the form N 1 the veterinary certificate of the form N 5A is issued.
The veterinary certificate of the form N 1 is issued by the organizations subordinated to Executive authorities of subjects of the Russian Federation in the field of veterinary medicine according to appendices N N 1, 2, 3 to the order of the Ministry of agriculture of Russia of 27.12.2016 N 589 "about the approval of veterinary rules on registration of veterinary accompanying documents, the order of registration of veterinary accompanying documents in electronic form and the order of registration of veterinary accompanying documents on paper (it is registered by the Ministry of justice of Russia 30.12.2016 N 45094) (further — Order of the Ministry of agriculture of Russia of 27.12.2016 N 589).
The veterinary certificate of the N 5A form is issued by territorial administration of Rosselkhoznadzor in which zone of responsibility there is a subject of the Russian Federation from which animals and birds are exported abroad, or at the request of the owner in check point at crossing of frontier of the Russian Federation.
If the importing country provides for the import of controlled goods accompanied by a veterinary certificate in a form that does not meet the requirements of the legislation of the Russian Federation, the forms of certificates on samples submitted by the exporter shall be filled in.
Besides, according to point 5.2 of Regulations on the Uniform order of implementation of veterinary control (supervision) on customs border of the Eurasian economic Union and on the customs territory of the Eurasian economic Union approved by the Decision of the Commission of the Customs Union of 18.06.2010 N 317 "about application of veterinary and sanitary measures in the Eurasian economic Union", the exporter is obliged to observe requirements of the veterinary legislation of the importing country.
4. When moving across the territory of the Russian Federation of the house, office, decorative animals performed without change of the owner and not connected with implementation of business activity, excluding their movement on exhibition actions according to item 16 of the Order of the Ministry of agriculture of the Russian Federation of 27.12.2016 N 589, is performed without registration of the veterinary accompanying document ( Veterinary accompanying documents (veterinary certificates, veterinary certificates, veterinary certificates) are valid for registration of VSD on animals within 5 days before the date of transportation and before the end of transportation and/or sale of animals.
